Perris, California is a small town in Kern County, California. The population was 3,782 at the 2000 census. It is located on the Perris River, east of San Bernardino and north of Lodi. The first Europeans to visit Perris were Jesuit missionaries in 1821. The town was founded in 1847 by Capt. John Cranch as Rancho Los Nietos de la Cueva de los Cahuillas near present-day Perris Boulevard and Hilgard Avenue. In 1851, gold was discovered in nearby Sespe and the town began to grow rapidly. By 1865, Perris had a post office, three churches (Stapler's Chapel Episcopal Church built in 1850), two stores (Fenwick & Co.'s store built in 1852), four school districts (Lonely Canyon School District #1 built 1870; Monterey Heights School District #2 built 1880; Parkland School District #3 erected 1886) and twelve families. In 1872 the federal government acquired all of Kern County and incorporated it into the United States as part of the Resources Management Act of December 12, 1906 (). As part of that act (), perry land was designated for grazing purposes only (). In 1914/15 an agreement was made between ranchers across America to share beef cattle with farmers during World War I () so much so that prices for fresh meat became prohibitive (). The war ended before any such arrangements could be made (), but price disparities continued until well after World War II (). After passage of the Agricultural Security Act Amendments of 1946 (), which established price supports for crops from 1938 to 1966 (), ranching declined throughout most of Kern County (); however, some people kept operation overran pastures until fairly recent times (). According to the 2010 census,[4] there are now no more than 2 dozen households left living within agricultural production boundaries once inhabited by ranches.;[5] instead large areas have been annexed by city services or other development interests since then while remaining rural appellations remain scattered throughout unincorporated Kern County
