At first glance it seems like an odd choice for an official government building since it is located on one side of a busy street but this arrangement worked out well because it meant that all important decisions made within the city were available without having to come into contact with other residents or bureaucrats farther away. The building served as headquarters for many years until it was moved to its current location across from City Hall in 1924 after being damaged in a fire that burned down nearby buildings (which also remain intact today). After the war ended, many businesses closed down because of high unemployment rates throughout California due to economic recession following World War I (1914-1920). However, many Pasadena residents volunteered for military service during World War II (1939-1945), especially in defense industries such as aluminum smelting and shipbuilding. After 1945s waves of migration from West Coast jobs into East Coast jobs began., subsequent waves of migration followed starting in 1960s when thousands of Mexican Americans came south looking for work opportunities after gaining entrée into U S through amnesty programs administered by President Lyndon Johnson.; these migrations led to increased competition for job opportunities among white Californians who could no longer find enough qualified Mexicano-Americans to fill their open positions
