In 1902, Parlier incorporated as an unincorporated village under the name of Eastlake Village; however, this name also lasted only two years before being replaced by its current one due to confusion with Eastlake Heights, Ohio. The present day Town Hall building was dedicated on July 14th, 1952 by Mayor Haughton Ransom Jr.. It wasn’t until December 2009 when Parlier voters approved passage of Proposition H (the “Hi-Pass” Measure) which would create new City Council Districts within the limits of Parlier itself with three members instead of two as currently exists; one from each ward (parish). This measure received universal acclaim from residents who saw it as an important step forward in local representation after more than 20 years of failed attempts at urban growth within its own borders. Hi-Pass had been stalled time and again by powerful interests within both city hall and individual councillor districts whose power derived from property ownership or political connections rather than community engagement or need – something that has only become more entrenched over time as suburban sprawl continues unabated throughout Kern County while smaller townsfolk find themselves left behind economically speaking…
