Pepper spray has been used by law enforcement in the United States since at least 1875. The earliest known pepper spray case took place on December 5, 1875, when a group of officers responded to a disturbance at a hotel in Parlier, California. One officer was injured during the altercation and required hospitalization. In 1907, the California Legislature passed an act that authorized the purchase of pepper spray as part of law enforcement arsenals. Pepper spray became fully available to law enforcement in 1938. The first use of pepper spray by police in Los Angeles occurred on October 1, 1938 when officers responded to a fight between two groups of men near Hollywood Boulevard and Highland Avenue. Two policemen were hit with pepperspray and suffered minor injuries; this event is considered to be the first use of pepper spray by LAPD officers. From 1937-1945, LAPD used 2 million cans of Mace against criminals and their supporters; however this program was discontinued due to safety concerns caused by Cyclone McLaughlin's devastating 1938 California storm system which struck Los Angeles County as well as other parts of Southern California causing widespread destruction including Carson City (now Carson City) and Parlier (now Rohnert Park). By 1945, the Department had developed a new fuzion gas delivery system for using pepper sprays which eliminated any risk from accidental exposure or contact with Extremophiles or other harmful agents. In 1990s there were multiple reports about people being attacked with pepper sprays while driving through rural areas near Lake Berryessa in Northern California; however no incidents have ever occurred outside of law enforcement training exercises/events

Parlier is a small town in Kern County, California, United States. The population was 5,839 at the 2010 census. It is located on the east side of Kern River and about south of Bakersfield. The town was founded in 1881 by John Parlier as a farming community.Parlier served as a water stop for wagon trains travelling over the Kern River from Bakersfield to points north. In 1912, Parlier became an incorporated town with a post office and two stores. The first school building was built in 1915 and served until 1927 when it burned down. A new school building was built in 1928 and remains in use today. In 1937, Parlier hosted its first air show at the nearby Donahue Air Force Base with bombers from World War II flying over from Japan. In 1957, Parlier hired Bob Hope as its first professional entertainer to perform at their local high school annual fair which continued until his death in 1976. Hope's final performance took place on July 4th at the High School Auditorium where he entertained students along with local dignitaries including Governor Edmund G Brown Jr.. In 1984, during the height of the Iran-Contra affair,Parlier had their own daily newspaper "The Daily Review" published out of their post office which helped scandalize Kern County government In 2006,Parlier suffered extensive damage when major floods washed away part of their downtown street grid leaving them without power or water for weeks while they rebuilt

Since the late 2000s, incidents involving pepper spray have become increasingly rare and controversial in both domestic and international settings. Critics argue that such deployments amount to indiscriminate violence that can cause serious harm or even death to individuals engaging in noncompliance with police orders; while proponents maintain that pepperspray can be an effective tool for controlling protesters and maintaining order while protecting officers from potential injury or damage
Parlier, California is located in the Central Valley of California and is part of the Kern County. The population was 9,846 at the 2010 census, up from 8,521 at the 2000 census. It is one of thirty-eight communities in Kern County. The community was founded on November 16, 1853 by a group of people led by John C. Parlier. The name comes from Spanish meaning "the place where seven rivers meet." At its peak in 1870 it had a population of more than 20,000 people. The town declined after railroads bypassed it and agriculture became the mainstay of local economy. However,Parlier has seen recent growth with an increase in job opportunities within the medical industry and tourism as well as new development nearby such as Speedway Park which opened in 1984 and now includes a minor league baseball team. Most notable for its location are two monuments:one to General Pershing and another to Mrs. Clara Barton which honors her work helping found Southern Pacific Railway Museum in downtown Parlier during the 1930s when that museum was financed by store owner Lloyd Clifford Jr..
