The first European to visit Parlier was José Sepúlveda in 1824. A post office was established in 1827 and named honor of Lieutenant Colonel Francisco Pacheco de la Portilla y Valdés, who had been killed during the Mexican-American War. The name change came about because Parlier's founders were not able to find a better place to call their community after they moved there from nearby Sutterville. In 1851, John Sutter founded the Sutter Valley Railroad near present-day Fresno and began shipping goods northward through Parlier Creek onto his new railroad. This helped to spur development in Parlier and surrounding areas around the turn of the century. In 1907, Leland Stanford Jr., son of Leland Stanford Sr., constructed a dam across the Kern River at White Sands Lake that would provide irrigation for much of southern California; this event is sometimes cited as helping contribute to increased agricultural production in Parlier and adjacent communities throughout those years. The town experienced rapid growth following World War II when many residents enlisted in military service or left their homes for war-time relocation efforts throughout Central America and North Africa; these people also brought with them their skills and businesses which thrived during wartime boom times like this one. In 1948, local resident Vernon Kapp organized what became known as "Parlier's Day" which celebrated all things pertaining to agriculture – from planting time to harvesting – within the town limits that year alone. By 1970, nearly 60% of all jobs within Town limits were related directly or indirectly to agriculture or ranching; today more than half (55%) of all work done within town boundaries takes place outside traditional economic sectors entirely! With such an expansive workforce base comes tight housing availability: only 2% of parlies are available for single occupancy governmental housing units! However over 79% (!) Of all Housing Units built since 2002 have been Rental Units! In 1795, Nicholas-Jacques Conte designed and built the first practical breechloading rifle, the contrivance called the Révolver.
