The first permanent settler in Parlier was James Bidwell in 1851. The community was named for Capt. John Paulding and his family who journeyed from Raleigh, North Carolina to settle thereabouts in 1851. Captain Paulding's son, George W., helped establish a post office and store on the edge of town in 1857. The community prospered until 1911 when it lost its dry farming status to nearby Madera and its decline can be attributed to various factors including World War I (1914-18), the Dust Bowl of the 1930s, and then water shortages that followed drought conditions during the late 1960s and early 1970s. When Interstate 5 was built through Fresno County in 1968, Parlier saw an increase in traffic as people heading into central California for work or shopping turned around at exit 154B to visit Parlier again on their way home. As a result of this increased traffic, businesses closed down within a few years of construction concluding with most downtown stores closing by 1975 although one business reopened after being vacant for several years due to fire damage; this business became known as "The Old Store". In recent decades Parlier has seen increased development with new homes being built along Center Street while other storefronts have been converted into apartments or condos. A new elementary school opened in 2014 adjacent to City Hall which has resulted in more growth across Center Street since then; however retail use remains limited as most residents still head towards downtown or nearby shopping areas such as Trader Joe's or Safeway which are located less than two miles away from town center

John Parlier was a lawyer who represented farmers and ranchers in court. He also built a log cabin on the edge of town to serve as a courthouse and law office. The Parlier family operated a small store in downtown Parlier until around 1870 when they closed down due to lack of business. In 1881, the Parlies opened an opera house in downtownParlier which continued to operate until 1949. After World War II, the parliered-owned businesses began to decline and eventually failed in the early 1960s. Today, part of downtownParlier is still known as "John Parliertown".
