Paramount is a city in the Central Valley of California, located on the east side of the San Joaquin River. The population was 103,241 at the 2010 census. It is part of Stockton-San Joaquin Valley Unified School District and is also home to NASA's Jet Propulsion Laboratory. The site that would become Paramount was given to the area by Captain George Hearst in 1887 for his new town of Thalia, which he had founded two years earlier. He named it after his daughter, Harriett "Mamie" Grant Hearst. The first post office in what became Paramount was established in 1888, and its first mayor was John W. Condon. In 1912, Japanese American internment began with the relocation of more than 1,200 people from Angel Island Naval Station in San Francisco Bay Area to an initial group on Marine Islet near Point Arena within sight of Paramount City Limits; most were interred there until January 1942 when they were transferred to inland internment camps at Topaz and Tehachapi locations near Bakersfield and Kern County respectively. It wasn't until 1948 when Los Angeles annexed much of central California that Paramount came under city jurisdiction; at that time its population stood at only 26 people living in a small core around downtown including the old proctoring facility known as “The Castle” now home to Housing Authority headquarters In 1951 incorporation occurred with a name change from Pascua Toquerville to Paramount due to objections from nearby Arden Gardens community about being called Arden after their then adjacent rancho (now unincorporated). In 1957 attendance increased as residents voted to annex parts of eastern Stockton suburbs feeder cities such as Fullerton and Needles into theircity limits bringing the total population up to 137 people by 1960 However this annexation proposal met stiff resistance from Fullerton Mayor Harry Jahn who wanted all annexed municipalities consolidated into one city instead) Withdrawn following opposition from many residents over issues such as jobs promised for full time employees if annexations happened while Fullerton struggled through Economic recession during early 1980s Today most recently annexed areas are Centinela via South Pasadena annexation (2008), Downey via La Habra Heights annexation (2010)
