In 1821 Governor Manuel Nieto issued a proclamation creating Rancho Santa Fe de los Osos within present day Palos Verdes Estates. This was part of Rancho San Rafael which extended east toEncinitas and west to Monterey Bay. In 1835 three small parcels were sold by José María Cámpora to Francisco Peralta for $600 each; this parcel became known as Rancho La Honda (later renamed Rancho Alcala). A post office called "Palo Alto" was established at present day West Hills on October 12, 1847; it remained open until May 3, 1951 when it was merged into Pasadena mail service with that town's other towns along the same line of communication including San Marino and South Pasadena. On April 7 1860 two small parcels adjoining Rancho La Honda were sold by José María Cámpora to William Ayer for $2,500 each and became known as East Palo Alto and West Palo Alto respectively (). This land had been under cultivation since early November 1800 by Pedro Fortunato Chico (), who named his crops "Verde olivado", meaning "green olive". Ayer donated all his proceeds from this venture to charity (). After several years he again devoted himself thereto., but died suddenly while working on his farm in1865 leaving behind a large estate valued at $20 million dollars ().Three men - John WaughWatson (), Hiram Sarnoff () - bought Alvarado Creek from Antonio Maria Olivares (), another conquistador who had settled there about 1810 (), giving Birth Valley Farms its name () . They developed it into one of Southern California's largest cotton plantations () because there was no natural water source available nearby (). Olivares left behind 800 acres (30 hectares) adjacent to present day Villa Park where homes still stand today (). With WaughWatson taking over management Watson built what is now Western Avenue on some ruins from Olivares' plantation() . In 1896 WaughWatson founded Stanford University (); Stanford currently occupies 2/3rds of campus(). During World War II many businesses closed because Of scarcityof resources due To combatting Japan() ; however many reopened soon thereafter once war ended() . Many residents moved out when local housing prices rose rapidly following reopening(). As recently as 2000 nearly half a century later less than 20% of original structures remain extant (. This area became known as "The Reserve" because it was not developed further until after the 1906 San Francisco earthquake which destroyed much of downtown Los Angeles County. In 1915, George Eastman Company purchased 1,500 acres (6 km2) at Palos Verdes Peninsula for $5 million with the hope of developing it into an exclusive resort community that would be rivaled only by Palm Springs and Beverly Hills. The company called its development "Palo Alto". However, problems soon arose with the local population; many of these were immigrants who had little money and no way to get around Orange County's strict prohibition laws. These conditions led to social unrest and political instability that eventually contributed to Eastman's downfall in 1922 when he failed to win approval from state legislators to sell his property back to the company for $10 million due mostly to resistance from within his own ranks over developer proposals that did not include such stringent controls as on immigration levels or on density within neighborhoods). After years of struggles, Eastman finally sold his properties back in 1946 for just $4 million - less than half their original value - symbolizing how far Palo Alto had come since then. However, some residents still maintain that their community could have done better given more opportunity despite efforts made by developers over the years
