Palm Springs is located on the eastern edge of the Mojave Desert and bordered by San Bernardino County to the east and Kern County to the west. The first post office in Palm Springs opened in 1903. The name “Palm Springs” was given to it by Drilling Company General Manager Edward C. Cline after he saw palms trees growing wild near his Rancho La Brea estate. In 1912, citrus grower Rufus Smeaton bought a tract of land east of Palm Springs from Jesse James Laughlin for $7000 and named it Smeaton Park in honor of him. In 1916, Palm Springs incorporated as a city under the direction of Mayor John Pemberton with Wertz as its first mayor. By 1920, when Hollywood became an consolidated city with its own police department and fire department, Palm Springs had over 100 residents including many wealthy people who had fled Los Angeles for what they called "the quiet life". In 1932-1933 then-mayor George Earle Smith pushed through Measure M which repealed all zoning laws that had been put into place since 1911 when Palms Canyon was annexed by Riverside County; this led to much development in what would become known as East Riverside but also increased congestion on Utopia Drive (now Central Avenue) downtown because so many new homes were being built on undeveloped land south of town limits where street names no longer reflected their original purpose – such as Manor Lane or Sweetwater Drive (later Spring Street).
