The use of tasers in law enforcement in the Pacifica, California area began in the early 1970s. The first application was made to a San Francisco police officer named Harry Blando to use a taser on an 18-year old protester. In 1976, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) approved the deployment of tasers as part of a larger program that included also deploying pepper spray and stun grenades. Pacifica is a city in Kern County, California, United States. The population was 18,569 at the 2010 census. It is part of the Fresno–Bakersfield Metropolitan Statistical Area. Pacifica is located on the south bank of the San Joaquin River and includes unincorporated areas along its southern border. The name "Pacifica" comes from two words: "pacific" meaning ocean and "haida" meaningchief or leader. The first Europeans to reach this area were Spanish explorers who called it Tierra del Fuego because they thought the natives were Arawaks (native Americans). Captain James Cook discovered this land in 1770 while exploring for Britain under Admiral William Bligh and named it after his ship HMS Beagle which had reached that location on 8 October 1770. In 1846, Don José Maria Sánchez y Gómez founded what would become Pacifica as a small Mexican section of Almaden Valley about 12 miles east of downtown Fresno. In 1872, he sold sections of his community to American ranchers for $1 per acre lot. In 1914, Mr. Ewing erected a Pioneer Hall which still stands today as one of the most significant landmarks in Pacifica. In 1951, Pacifica annexed part of neighboring El Centro and formed what would become known as the City of Pacifica-El Centro Joint Powers Authority with designs to merge all three cities into one entity but these plans never came to fruition due to different political priorities among each city's leaders at that time. An attempted merger attempt was made by then Mayor Tom Barrett in 1987; however this also failed when both mayors withdrew their support after disagreements over money negotiations concerning annexed businesses within each city boundaries. On 15 September 1990, following passage by local voters of Proposition 13 ( citizen initiative authorizing annexation by any city), both cities merged into one municipality with an initial population size of 19,898 residents pursuant to article III , section 9(e) . With only 1% growth registered through 2000 due primarily to outside migration (mostly Latinos), much discussion surrounds whether or not such an ambitious program should have been undertaken in the early 21st century given today's more lax Community Development Block Grant funding schedules statewide; however annexation has continued unabated over ensuing years without controversy despite some concerns about jurisdictional duplication among various jurisdictions within Kern County government Although incorporation can be requested by either city council upon request from business owners living within their respective boundaries – there appears no legal impediment thereto – all property owners must sign a petition attesting thereto before exercise can take place; email notices advising such occurances are now generally provided prior to annexation proceedings even taking place absent written notification received prior thereto from adjacent properties owner(s). The language accompanying Proposition 13 makes clear that “the City will annex all territory making up parts or portions thereof included within its limits” whereas annotations portioning out annexed territory may be effected through other means if desired by those wishing secession rather than incorporation into City Limits ); accordingly any property owner claiming annexation rights against their own wishes automatically becomes an owner/operator thereof subject to increased taxation rates and special requirements applicable therein should secession ever occur subsequent thereto…”

The first people to live in what is now Pacifica were the Ohlone. The Ohlone inhabited the area today known as Pacifica from about 600 BC to AD 1849. In 1776, Mexican traders founded a mission called San Francisco de Asís on present-day Upper East Side of Manhattan, and soon after other missions were established in the region including Presidio of Monterey (1777), Mission Santa Clara (1784), and Mission San José (1821). In 1835, Spanish colonists arrived in California and began building missions for the Catholic Church throughout most of the state. The first mission built in what is now Pacifica wasMission El Cualejo which was located near modern-day Upper East Side of Manhattan. On July 6th, 1836, Governor Manuel Micheltorena issued a proclamation inviting any white person who could offer land for colonization to become part of Californias new population. This proclamation became known as The Invitation to Bidder or The Donation Land Order. On November 10th, 1846, 3 men – Pedro Fonseca, José Crocker and Fernando Miranda – led by Juan Bautista de Anza discovered gold at Siskiyou Mountains while searching for an overland route to California from Mexico City. This event is generally considered to be the beginning of California Gold Rush. A group of twenty-five men accompanied Anza when he discovered gold at Siskiyou and prospected for two years before meeting up with Crocker on May 25th, 1850 at Eureka Hills northwest of Sacramento. There they struck it rich finding three claims totaling over 1 million acres (500 ha) that would ultimately form Rancho Don Carlos de las Ranas y Mendoza which would later be sold to James Wickersham for $1 million in 1861. With this discovery comes increased demand for land within Californias newly opened borders as well as competition among miners looking for an edge over those from elsewhere in America. In 1851 Juan Bautista de Anza met George Custer during his exploration expedition across North America and decided that there was potential along the coastlines east of Los Angeles Harbor for large quantities of silver being mined by Native Americans such as the Comanches and Kiowa Apache Indians instead of being processed through Mexican processing plants east of Los Angeles Bay where lead ore was crush into small pieces before being shipped off eastward across Mexico into China through Pueblo De Ciudad Juarez on March 15th 1860 under contract with American manufacturer William Dodge & Sons company via their agent General Antonio López Ocampo Sr.. At this time there were no towns or villages along what is now downtown Pacifica because development had not yet taken place due to lack of infrastructure including water supplies, transportation links and easy access to resources needed by farmers growing crops/mining silver etc.. By 1865 there had developed enough infrastructure including schools/ churches/ stores/ hotels etc.,Pacifica became a thriving town with more than 2000 residents living spread out around its downtown core consisting mainly Of residential buildings built primarily constructed since 1865 thanks largely To donations from friends / family members / strangers who felt compelled / obligated / interested in helping make things better like donating building materials、 tools、 equipment、 services etc… many still remain standing today some having been completely renovated or completely rebuilt several times since then

Pacifica is a city in Marin County, California. The population was 26,090 at the 2010 census. It is located on the Golden Gate Bridge and forms part of the San Francisco–Oakland Bay Area metropolitan area.
