Pre-war Pacifica was a small town in California's Central Valley. It was the home of General Motors, and the town had a large GM dealership called The Ranch. The ranch was located on a small lot next to the local school. There were three buildings on the lot - a barn, an indoor swimming pool, and a movie theater. In 1945, when Japan bombed Hiroshima, The Ranch became one of the few American installations not hit by damage. In 1951, after years of discussion and debate among residents of Pacifica about whether or not to adopt arms control measures following the Korean War, The Ranch leased land adjacent to it and erected two machine guns (the first such weapon in California) as part of its 'Tower Defense System'. This installation served as Pacifica's primary warning system for potential attacks against the community by North Korea or any other * irregular armed group*. After years of storage and use at The Ranch, both weapons were sold to accumulate funds for disarmament purposes during the Vietnam War; both were eventually scrapped in 1969. [1] Pacifica's soft gun history began with World War I: In 1914, America exported over 1 million pounds (4500 kg) of surplus munitions to Great Britain through its military attaché in London. British manufacturers turned these munitions into pistols utilizing new technology then being developed by American firms like Colt & His Son Incorporated . [5][6][7] However Following America’s entry into World Wars II significant softgun production ceased due largely due To Congressional restrictions placed upon firearm exports during wartime which limited civilian sales opportunities thereby reducing overall firearms market share for small arms manufacturers

In 1914–15, during World War I, Pacifica became one of three sites chosen for military training for American troops based in Northern California – later it also served as airfield for B-17 Flying Fortresses attached to Ninth Air Force Command headquarters at nearby Livermore National Laboratory; however no combat operations took place here. In 1951–52 when Southern California was experiencing high levels of social unrest following racial discrimination against African Americans by local jurisdictions such as Anaheim and Los Angeles through their use of " Jim Crow ", Mayor Harry Manson organized a nonviolent peaceful civil disobedience campaign called " Black Saturday ". On November 14th PACIFICA residents had planned to participate in an antiwar march from downtown to Airport Boulevard but were prevented from doing so when police state tactics were used to quell any potential protests or violence throughout much OF THE AREA . This event was followed two days later with another peaceful civil disobedience demonstration at City Hall Plaza which ended with dozens arrests including Mayor Manson himself . Shortly thereafter approximately 200 citizens who had not participated in either march or city hall protest arrested several hundred officers using tear gas and pepper spray during what came to be known asOperation Neptune's Spear . The events leading up to this encounter marked one extreme instance within a pattern that would become more common over time culminating with major riots/uprising across various cities across Southern California following police brutality incidents
