The first European to arrive in what is now Pacifica was Juan Rodríguez Cabrillo, who landed on San Francisco Bay on July 4, 1541. He and his men explored the bay and its environs for several weeks before returning home. One of Cabrillo's sailors, Miguel León Portocarrero, brought firearms back to Spain from his expedition into America which occurred between November 25 and December 2, 1543. The Spanish Empire had a long-standing policy of prohibiting open conflict with Native Americans because it believed that such an encounter would lead to death and destruction among both sides. As a result, many Native American groups lived peacefully side by side with the Spaniards until after Mexico gained independence from Spain in 1821. In 1846, following Mexico's declaration of war against America, American forces invaded California during the Mexican-American War. The town of Occidental (later known as Pacifica) was one of the few towns to remain loyal to America throughout the war. After surrendering at Buena Vista Creek on February 20th, 1847, Occidental residents were taken into custody by Ulysses S. Pacifica began operations on October 15, 1951 as KPFA (later KQED) in San Francisco. It was one of three stations that first aired on FM radio in the Bay Area. On July 1, 1992, KPFA changed its call sign to CAFE (later KPAC-FM) to reflect its new community emphasis; before that it had been known as "The Voice of Pacifica." KPAC-FM became an all-news outlet in 2006 and adopted the name "PBS World News" after the network's affiliation changes from ABC to PBS. In January 2009, KPFA applied for approval to add an HDTV channel 4 via Federal Communications Commission rules change which would have allowed full digital signal reception throughout most of the Bay Area. On February 6th FCC denied their application citing concerns about potential interference with other television service providers' signals in areas including San Jose and East Palo Alto. However, this decision has since been overturned on appeal by a 3-2 majority ruling from the US Court of Appeals for the Ninth Circuit . As such, full HDTV reception is now available through cable/satellite providers throughout much of Northern California without having to upgrade any hardware or software
