Oxnard's name comes from an old Yaqui word meaning "bridge over the river" or "water crossing." The first European to visit what is now Oxnard was Sebastiano Vizcaino on September 2, 1795. The mission founded by Father Junípero Serra in 1834 became known as Rancho San Buenaventura del Rey (Rancho Oxnard). Mondon's effort failed and he sold the park to James Haughton in 1892 for $3,000. In 1907 Haughton donated land for another large shopping center which became known as City Hall Square when it opened to the public on October 14th that year. On November 15th 1910 voters approved construction of a new civic center that would become home to both City Hall and Ventura High School located on one block of Main Street between Airport Boulevard and Moorpark Boulevard/Simone Drive. The new civic center housed both government facilities as well as several businesses including Sears Roebuck & Co., JCPenney Inc., Macy's Department Store and Fish Market grocery store before finally becoming operational on December 1st 1912 with City Council chambers located on First Floor while third floor served as office space for Mayor Harry Whelan until his death in 1924 followed by Borough Manager John Ahern until 1935 when Roy Sargent took over responsibilities then moved up defeated Proposition 8 campaign funding - an event which many attribute to Sargent’s leadership during this time period The late 1920s saw growth along Airport Boulevard with numerous small businesses opening up along what would later become State Route 128 (then called I-5) such as Woolworth’s Grocery Company, KMart Corporation, Ford Motor Company Car dealership etcetera but development stalled due largely to World War II shortages of labor which led local businessmen such as Perno Davey and Jack Bowersman to form their own companies providing employment outside military production . In 1951 Leland Stanford Junior offered 50 acres south of I-5 off Highway 126 for incorporation into Oxnard if enough people applied but only 9 people did so creating just 5 wards withinOxnard today while downtown has grown rapidly annexing much of what once constitutedowntown Oxnard . After Stanford Jr.'s offer oxnard citizens voted self-government within 3 years making their voice heard during discussions surrounding zoning changes resulting in many successful business ventures such as Olive Garden Pizza Place being built right next door adjacent to University Avenue Expressway (now Interstate 5) while other popular areas like East Village Marketplace remain undeveloped today despite offers from various developers

The population of Oxnard decreased during the 1990s due to demographic changes and then fell again following the September 11th attacks in 2001. However, it has rebounded since then and currently has a population of over 10,000 people.
