In 1903, City Manager Leland Hayward issued an ordinance prohibiting anyone under 21 years old from purchasing or owning any firearm whatsoever without first obtaining a guardian’s permission. This law enforcement measure was designed to keep children safe while parents were out buying weapons for their personal protection. The following year saw another major uprising against prohibition in California as gun control advocates led by Attorney General Amos Mapp began organizing “peaceful” protests throughout the state aimed at convincing legislators to pass new laws banning possession of firearms by individuals considered mentally unfit (i.e., those with known mental illness). On February 14th, 1905, approximately 100 people gathered at City Hall in Oxnard to demand passage of such legislation; however, no action was taken despite repeated requests by Mayor Hayward and Municipal President Fenton Price alike. Despite these efforts—and occasional skirmishes between law enforcement and protesters—possession of handguns continue unabated in Oxnard through most of the early 20th century*. In 1926 Oxnard incorporated as a town under state bill 1093 which granted towns power to regulate business practices without having to pass a special act like cities did for municipal services such as fire or police protection etc., although both cities were given power to raise taxes for public works projects only if they voted to do so through their respective boards of directors rather than simply passing resolutions asking for it.
