Oxnard, California is a city in Ventura County, California, United States. The population was 43,564 at the 2010 census. The first permanent resident in what is now Oxnard was Manuel Nieto (1860-1937), owner of a small grove of olive trees on Rancho Encanto that he bought from José María Narváez y Sánchez in 1903. In 1906 Nieto donated land to build a civic center as part of a larger expansion project for Ventura County called Rancho Cienfuegos which included also lands donated by other farmers including Alvarado Cabrillo (1769-1849), Isidro Barrera (1783-1857)and José Vasconcelos (1788-1868). A year later the town site was formally dedication when Mayor Carlos Manzano dedicated what is now Plaza Hidalgo west of Town Hall with speeches by then–Governor Hiram Johnson (D-CA) and then–Mayor Enrique Peña Nieto During World War II many people worked at Glendening Aircraft Corporation located just outside Oxnard where Laney Technical School now stands before returning home to their families during hostilities. After the war many people continued to work there until it closed down in 1958 due to financial difficulties caused by inflationary policies introduced by President Dwight D Eisenhower with his Federal Highway Administration program known as "Operation Lockout". Rockefeller, founder of Standard Oil, as a rail and shipping center on the Pacific Coast Highway. In 1915, both Oxnard and nearby Camarillo became part of Ventura County when it was created from parts of Los Angeles County.
