However, during Prohibition (1920-1933), things began to turnaround as many citizens became involved in liquor sales and development occurred along Main Street which led to new businesses opening up including restaurants and bars. In 1951, local residents decided to annex part of neighboring Solana Beach so that they could have more shopping opportunities without having to leave their beloved town center - this resulted in increased traffic and pollution problems which eventually necessitated stricter rules about vehicle emissions back then than they do now. On July 24, 1897, Oxnard was incorporated as a city. The original population of the city was only 5 residents. On February 7, 1899, the City Council approved the purchase of land from Mrs. C.W. Jenkins for $1,500 and on February 10th annexed to the city of Oxnard two small towns named San Bernardino and Monterrey.
