In 1851, Augustus Woodward set up shop along Fourth Street between State Route 101 and Mission Bay Boulevard. By 1854, the town had more than 100 residentshoused in three buildings: A Store (now part of City Hall), A Post Office (now Film Row), and A Hotel (formerly Park Place). In 1860, Henry Mayo started as an American Express agent in Oxnard before moving to San Francisco two years later. Mayo's death left his company controlling almost all of Ventura County mail service so mail services were transferred from San Francisco to Oxnard following his death. Mail service continued until 1936 when it reverted back to San Francisco due to World War II restrictions on mail service.
