In 1853, Captain John Sutter sold his share of the company to George Armstrong’s son-in-law, Samuel Colt Jr., who renamed it Colt Arms Company. Armstrong & Colts manufactured rifles and pistols until 1865 when they switched to cannons because of the Spanish–American War. After the war ended, they continued making firearms but did not produce any more pistols or rifles until 1903 when they produced their famous Model 20 revolver which is still in production today.

As a result of this decision, development began near downtown where new hotels and shopping centers were built; these developments would soon become known as "The Hollywood Hills". In later years, redevelopment also took place around Thousand Oaks (/Woodland Hills), Channel Islands (Island Park), Simi Valley (/Simi Valley Ranch), Carlsbad Caverns (/Carlsbad Caverns National Monument) and Northridge (/Northridge Municipal Airport). The first residents in what would become Oxnard were farmers who raised livestock and also gathered fruit trees for local markets. By 1872, there were already some buildings erected in what would become the town center: A store on Main Street; four or five homes; one hotel; two churches; three schools; six stores; one post office; four blacksmith shops (the only such business at that time); Four Cement Works which produced lime for use in building residences as well as road surfaces throughout Southern California.; One millinery shop (); One wagon factory (); A sawmill operated by J D White until 1916;; One bakery until 1918;; A cooperage until 1924;; Two grocery stores from 1913 through 1917;; One livery stable from 1911 through 1914;;;; In 1886 when Captain George Hearst discovered gold near present-day Oxnard he decided to make his new community among the hills near Simi Valley where he had earlier mined silver bullets for Embold & Dent cannons back East (). When other miners found similar finds further downriver they quickly started moving into their claims so Hearst built himself an adobe hut situated between Wolf Creek Junction () on US 101 eastbound towards Simi Valley() and Pico Creek Junction () just south of today's intersection Of I-5 And Ventura Boulevard (). This initial settlement became known as "Hearstsville" after its founder while development moved slowly upriver culminating with incorporation as an incorporated city on January 17th 1887 when lumber mills,, banking firms (), real estate interests ())), physicians (), teachers (), etc.) established themselves along with 300 residents (). Today there are still many reminders of this early history including much older buildings still standing like Hearsston House dating back to1892(), Cannon Hill Mansion built in 1896/, Lodgepole Hall built in 1903/1907/, Chamberlin AdobeBuilt 1909/1910/, Stoneleigh AdobeBuilt 1912/1913/.
