In 1865, Captain George A. Smith of the U.S. Navy's USS Constitution became the first person to walk on land in California when he and his men explored the Sacramento Valley. In 1868, Lieutenant John C. Frémont walked from San Francisco to Yuba Lake in Northern California and back with a dog namedGeorge after finding out that dogs could travel long distances unassisted by humans. Soon afterward, two other officers, First Lieutenant Daniel Wemyss and Second Lieutenant William Hutton followed suit and set up camp at Oroville where they began exploring the local region. Based on their explorations, both Wemyss and Hutton concluded that there was potential for mining along the riverbottom near present-day Oroville where they founded a small community called Pitman in 1870. The population of Pitman quickly grew as people discovered gold and silver deposits throughout the area. By 1872, over 100 people lived in Pitman while 2 businesses were operational: an insurance office and a bank (the first in California). Upon Fremont's death in 1861, local citizens voted to name their new city after him instead—a proposal which was approved by the Board of Supervisors on July 12, 1861. On October 15, 1862 an actocating Oroville as a town was filed with the board; it passed 4-0 without comment on November 30th following public hearings held throughout November and December 1862 at several locations within and around town including City Hall (then Main Street). It should be noted that although Orviltown bore little resemblance whatsoever to today's downtown area – consisting only of a single block or so bounded by Second Street eastward/northward (now Ulysses S Grant Boulevard), Post Road westward/southward (now I-5), South First Avenue eastward/northward (now State Route 20), and North First Avenue westward/southwest (now State Route 601) – much effort went into developing distinct commercial districts within or near town center which gradually emerged over time culminating in what can be termed Downtown Oroville District circa 1985 when business activity reached levels never seen before or since! Today’s shopping district begins just north of Interstate 5 Exit 213A adjacent to Agriculture Department building while more recent development includes much larger businesses congregating near I-5 exit 215B immediately south side thereof!
