Orinda, California is a city of over 50,000 people located in Contra Costa County in the Southern California region. Orinda is located in the Central Valley of California, and was first settled in 1849 by American Indians. The early Spanish settlers named it Rancho de las Islas, or Rancho del Fuego. In 1872, Orinda incorporated as a city. Orinda is seat of Contra Costa County and has a population of over 120,000 people. The City Council is made up of nine members with staggered terms. The Mayor is elected at-large for four years with no term limit. There are five City departments: Police Department, Fire Department, Parks & Recreation Department, Streets and Sanitation Department, and Water Utilities Department. Orinda’s rich history began with the arrival of pioneers in 1849 who named it Rancho de las Islas after the island where they foundered on their trip from Monterey Bay to California. A decade later a group led by Captains John Sutter and David Waddle built their first permanent home here on land given them by General Antonio Larkin during gold rush days when Los Angeles was still an unincorporated area under Mexican rule. As the population grew around this new settlement there were need for more housing so Captain Sutter induced his brother-in-law Manuel Miranda to divide what remained of rancho de las Islas into two parcels which became Orinda one block west of Market Street and east of Center Street while Captain Sutter took ownership east side (now south side) property known as “The Estates” becoming Orinda’s first mayoralty location where he entertained visitors at his home until Mayors Office moved to present day City Hall in 1865 following incorporation as a city under United States federal jurisdiction although he continued to reside at “The Estates” until his death in 1875 or so according to current historical records Captain Sutter served three terms as Mayor from 1865 thru 1870 inclusive before being succeeded by James Hildebrandt who held office for only six months before being replaced by George Condon who also held office for only six months before being replaced by Lorenzo Easterbrook effective January 1st 1870 meaning that all prior mayors had been acting appointments rather than elected officials He was followed by Jno Broughton who served two terms from December 3rd 1870 thru February 10th 1874 then Julius Rosenwald took office for three weeks until Bishop Potter taking office effective March 1st1874 finally Zenas Morse took office effective April 15th1874 thereby completing the first ever four year term for an appointed official when Orinda became a city It should be noted that Zenas Morse had previously been employed as Deputy Collector of Customs at Portsmouth but resigned due to political differences with Mayor Potter leading directly to Morse’s election Effective Date Morse represented Orinda on various local councils including creating town meetings which afforded him subpoena power including authorizing law enforcement officers not answer questions pursuant to state law during impeachment hearings against former Sheriff Hiram Seaton See photo below left top corner near post marked "City Hall" - Notice identical building lot 8 lots north side street opposite center along renamed First Street across street - Postmarked Feb 6 th 1890 - Now occupied by Home Depot next door

The City of Orinda was incorporated on March 3, 1909. In 1916 local officials renamed the Town of Orinda to honor General John J. Pershing during World War I for his role in leading American forces into battle on the Western Front. In 1955 the City annexed parts of unincorporated Contra Costa County including El Sobrante Heights and Menlo Park making Orinda one municipality with two counties instead of three. On November 7th 1978 voters passed an ordinance annexing Alpine Valley to increase its population from 10 residents to 25 residents due to a request from then Mayor Arturo Fuentes who desired an adjacent ski resort which would have increased development opportunities around Orinda Airport (then known as Woodland Hills).
