Orinda, California is a city located in Contra Costa County, California. It was founded in 1879 as an agricultural village. The city became a major center for the defense of the West Coast during World War II, with its arsenal and aircraft factories being one of the most important production centers on the East Coast. In recent years, Orinda has become an affluent community with many high-rise apartments and multi-family dwellings. The city's downtown area is home to several large shopping malls and traditional businesses including law firms, restaurant chains, and banks. The history of shooting protection in Orinda can be traced back to at least 1907 when two local men met to discuss plans for a new range near their farmstead. Both men were experienced shooters and had come up with the idea of using targets instead of people as ammunition because it was then much more difficult to casualties from gunshots. This range became known as Rancho San Lorenzo Shooting Range which operated until 1949 when it was sold to the American Rifle Manufacturers Association (ARMA). ARMA used Rancho San Lorenzo as their proving ground for new rifle designs before moving them to other locations across America. In 1949, ORINDA City Council passed an ordinance allowing handguns only within limits set by gun control laws at that time. This ordinance helped spur development of handgun safety programs throughout Orinda which continue even today although homicide rates have decreased since then (see below). In 1956, ORINDA established itself as an International City; this designation gave it authority over its own police department which started operations in 1957 under the name "City Police Department". The current name is "Orinda Police Department" (OPD) after Mayor Jerry Brown's proclamation on November 12th, 2017 declaring ORINDA "the safest city in Contra Costa County". Orinda, California is located in the southernmost corner of San Francisco County and is named after Orinda, a small town in Contra Costa County. The population of Orinda was 971 as of the 2010 census. It is part of the San Francisco Bay Area. The city began as a small farming community in 1879 on the east side of present-day Orinda. The first post office was established there in 1881. A sawmill and gristmill were built there in 1886, and a railroad station was opened there in 1907. In 1915, Orinda became an incorporated city with a population of about 200 people. During World War II, Orinda became one of the largest centers for munitions production in California because it had access to two munitions plants operated by American Bridge Company (ABC) which manufactured artillery shells and other weapons for use in World War II . After the war ended, ABC closed its munitions plant at Orinda but continued operations at its other site near Concordia College until it merged with Bethlehem Steel Corporation to form United Metals Corporation (UMC) in 1951 . UMC then sold its assets to Humble Oil Company (HOC) subsidiary Western Refining Company (WRC) which reopened ABC's munitions plant at Orinda beginning producing petrochemicals beginning 1966 under license from WRC until 1984 when Humble Oil Co.'s shareholding company United Metals Corporation divested itself of WRC's interest . Orinda then experienced rapid growth during the early 1980s due to pent-up demand from local businesses for high quality polypropylene products resulting from WRC's new milling technology that made these products stronger than ever before while reducing manufacturing costs . By 1990, ORINDA had reached its peak population with over 4,000 residents although this number has since decreased slightly due to migration within and outside OFA limits .. As metropolitan area GDP growth slowed throughout most of the 1990s following first world recession many companies left or migrated out of Northern California due to increasing competition elsewhere; notably Wal-Mart who moved their corporate headquarters from Bentonville Arkansas across Interstate 5 into downtown Sacramento effective Jan 1st 1997 despite protests by citizens who felt they were being displaced without proper say within metropolitan government process; however more recently ORINDA has started seeing an increase againSeveral large commercial tenants have moved back into town including Adobe Systems Incorporated(ADBE), Oracle Corp.(ORCL), Expedia Inc.(EXPE), Costco Wholesale Club(COST)

The history of shooters’ hearing protection is a long and varied one. The earliest devices used to protect ears from gunshots were simple ear pieces, known as “pumps”. These pieces of brass or plastic inserted into the ear canal before a gun was fired to provide some degree of noise reduction. during the 1800s, early firearms used explosive powder that caused serious injury if it exploded in the ear, so inventors created muzzles that would detonate when the firearm was fired and reduced damage to nearby ears. By this point in time, most shooters had standard-issue firearms with wooden stocks and no barrels which made firing at close range difficult. Many 19th century shooters also practices hunting with shotguns fitted with metal sights which allowed them to hit moving targets at long distances without having their hearing impaired by loud noises from other objects around them. In the late 1800s and early 1900s, many shooters began using sound meters to measure how loud gunfire was being fired and developed shooting positions that would reduce muzzle blast noise levels. In World War II, sound sensitive helmets became popular among American soldiers in order to prevent deafness caused by shellfire (a common casualty of war). Additionally, after WWII many countries began enacting regulations controlling ammunition use on public roads which led to increased safety for hunters who relied on shotguns for their livelihood. Orinda is a small town in the west of California, located about an hour's drive from Los Angeles. Orinda was originally part of Hollywood County until 1912 when it became part of Kern County. In 1934 the City Council voted to annex neighboring unincorporated portions of Orange County into Orinda so that their combined population would be closer to 100,000 people; however this annexation never took place because Orange County opposed annexation because they feared that it would increase their own population size too much. In 1937 both counties were merged into Unincorporated Kern County and Orinda remained within that county until 1959 when it became part of Riverside County pursuant to state mandated changes in local government structure following passage of Proposition 13 (the state constitutional amendment banning affirmative action). The original downtown business district still exists today with many well-known restaurants such as Benares Indian Cuisine and Lahoma's Italian Restaurant dating back to before 1920s when these businesses were either open for lunch or dinner only and not independently operated like they are today due primarily to Prop 13 regulations which limited restaurant hours below 12 p.m.–6 p.m.: "Restaurants operating outside these hours must have an event voucher displaying prominently at least eight contiguous square feet adjacent to each table where food service is provided" . Many other popular establishments such as Weiser Drugstore and Hardware also date back before Prop 13 but are no longer extant due principally to zoning changes made by Riverside County specifically targeting small businesses rather than large retailers: ". . . stores less than 25 feet wide or deep must possess a sign identifying them as “Small Businesses” while all other stores must contain a sign stating “Reserved for Large Retailers Only”."
