In 1984 Mayor Herb Wesson proposed annexing additions to Pleasanton which had been annexed by Contra Costa County due to growth rates within those cities alone and this proposal too foundered when opponents argued that there were no real benefits annexation would bring other than more parking and development near schools in addition to increased traffic congestion on main streets. Despite these obstacles, Wesson's plan became law when voters passed it in November 1984 with only minor changes made to reflect growing suburban encroachment onto oranda's rural core
