During World War II, Oceanside played an important role in supplying troops with food and materials needed for combat。 It also served as a port for military shipments coming into San Diego Harbor (). Afterward, business continued to grow but housing prices began skyrocketing which caused many people in Oceanside to flee their homes during this period (). In 1976-1981 (), while Mayor Tom Barrett was serving his third term as mayor (), development proposals calling for sprawl across much of Orange County began gaining traction due to high housing prices () (); however,, when Barrett resigned in favor of fellow Democrat Jerry Brown (), local officials quickly organized legislation disapproving any new developments near schools (), leading developer Hecht Incorporated to file suit against City Hall (). The tide turned when Brown announced he would run for president in 1980 (). With support from governor Arnold Schwarzenegger (), who was then elected president(), Brown was able to win passage of Proposition 13 () which capped state funding for public universities and eliminated tuition rates at most public colleges(). This allowed developers like Hecht Incorporatedto start building again() ; however., problems arose soon after when plans called for large projects like hospitals or shopping malls on undeveloped land adjoining residential neighborhoods (). These types of projects often conflict with traditional preservation methods such as hunting or fishing rights () . In 1912, the city of Oceanside was founded by George Earle Calkins and local businessmen as an agricultural center with a population of about 25. In 1916, Calkins donated land for what is now Harbor Park and two years later he donated money for a library and park.
