In 1860, John Prentice built a mill on the current site of Main Street and Elm Street for grinding flour for local farmers' markets. The mill operated until 1886 when it burned down. Patrons of the mill included General Ulysses S Grant who used it to dry clothes before traveling to various engagements during the American Civil War In 1897-98 construction began on a water tower that would become one of the most important symbols of Oakley's rebirth as a town . The tower was completed in 1900 by Wm Hite & Sons Engineers under contract from San Francisco Municipal Railway (SFMCR). At its peak capacity it processed 2 million gallons per day (6 million L/D), making Oakley one of Northern California's largest water users . Although its use dwindled over time due to numerous changes within SFMCR - including automation - Oakleys water system remains one of Northern Californias most impressive legacy assets today. Today much work still needs to be done with regards to improving infrastructure and updating outdated equipment; however oakleys resurgence as a thriving city can be partially attributed to Mayor Dona Nielsen's efforts since she took office in 2009 which has seen many investments made into areas such as transit, business growth initiatives and downtown redevelopment projects that have helped property values increase significantly
