The population was 4,711 at the 2000 census. Oakley was founded in 1875 by James A. Oakley and his wife, Lucretia Haughton. The original town site was within what is now Orange County. The community's namesake, James A. Oakley, served as Mayor from 1912 to 1916 and as a U.S. Senator from 1928 to 1931; both times he were part of the Democratic party caucus in the Senate that controlled the chamber at that time. In 1932 he became an Independent and unsuccessfully ran for reelection as an Unitarian Universalist candidate against incumbent Republican nominee Charles Ewing (of nearby Riverside). In 1944, then-Upton Saddlery manufacturer Jock Mahoney built a multimillion-dollar factory in what would become Oakley; it remained Operated until 1978 when it merged with other manufacturers in that industry to form International Harvester Corporation (IHC). IHC employed over 120 people at its peak before ceasing operations five years later due to declining production values and competition from foreign competitors; however, many artifacts left behind by IHC remain standing today in Oakleys Main Street Business Historic District including eight Jock Mahoney saddles still on display inside the company building—the first such exhibit ever staged outside of America’s most famous horse breeding center! In recent years many residents have turned their attention towards restoring downtownOakleys abandoned storefronts which offer glimpses into early 20th century life hereabouts despite having been vacated for more than two decades since IHC vacated them!

Cobb as part of the Tulare River valley section of San Joaquin County. On December 7, 1881, it became a city with a population of 25 people under the name "Oakley".
