The town was founded in 1887 by John Dickson and his wife Helen. It is named after Sir John Herschel Oakley who discoveredsparkling oil reserves in California in 1853. The townsite was first chosen because of its location at an intersection of two wagon routes that crossed the Sacramento River and linked up with other settlements on the north bank of the river. In 1887, Dickson donated land to establish the town and it became one of four communities along what is now Interstate 80 east of Fresno. The other three communities were Bakersfield, Lodi, and Porterville. Dickson died in 1886 and his wife took over leadership of the community until her death in 1928. She was buried at Green Lawn Cemetery in nearby Porterville before being moved to Oakley where she remains today. Oakley and his wife Lula Bowersock as an agricultural community on land that had been part of Rancho Las Animas. In 1905, Oakley became part of ranches administered by the U.S. Bureau of Indian Affairs (BIA). At its peak in 1928, BIA ranching accounted for half of all Oakland's economic activity. By 1936, however,Oakley's economy had disappeared due to inflation and lack of resources; it has since declined gradually since then. With few exceptions, most businesses closed down during or after World War II due to restrictions placed onOakleyspreading agriculture beyond its traditional boundaries; this included topics such as uranium mining and cattle grazing operations which were forbidden under federally-sponsored reservation policies at that time. The residents began protesting against these restrictions in earnest beginning in 1946 when they formed their own town council; subsequent protests led to passage of state laws limiting residency within a certain radius for Indian ranchers--a policy later rescinded--and also increased access to education and other social services available only to white people outside those limits (the first black person to serve on the town council was elected in 1969).
