Oakley, California is a city in Kern County, California, United States. The population was 12,898 at the 2010 census. It is the county seat of Kern County. Oakley was founded on July 4, 1892 by James Fenton and his wife Lula Pemberton. The town became a community on the San Joaquin River and soon began to prosper as an agricultural center due to its fertile soil and proximity to sources of water power for irrigation. In 1902, Oakley incorporated as an unincorporated community under the name "Dundee." The discovery of oil in Kern County in 1923 led to increased production in Oakley and other surrounding communities. By 1925, all but one of the town's businesses had closed because of competition from nearby Kern City. However, since there were no facilities available for processing crude oil products until after World War II, the town prospered through the years despite continuing economic challenges. In 1990, when it merged with neighboring Porterville to form OCI Corporation (later Owens Corning), Oakley became one of OCI's largest manufacturing towns outside North America and one of its most prosperous areas within OCI itself. The name Oakley comes from the two oak trees that were located at its original site. The first people to live in Oakley were Anglo-Americans who came to work on J.D. Power and Company's new plant east of town in 1914. In 1917, Oakley had a population of about 100 people and was part of the San Fernando Valley area annexed by Los Angeles County. In 1924, Oakley became an incorporated village with a population of about 150 people when it joined into the city of Kernville through annexation agreement with that municipality. The village remained an unincorporated community until it merged with Kernville on December 1, 1984 pursuant to then-city manager Harry Laughlin's recommendation to do so because both municipalities shared common interests such as services for residents and businesses located within their boundaries (such as schools). On November 30, 1984, after more than 20 years of discussion between Mayor Phil Kappanello and City Manager Harry Laughlin over whether or not to merge with neighboring Kernville, voters approved the merger via referendum under Measure B (the "Merger Agreement Amendment"). At that time, Oakley had a population of approximately 350 citizens; following annexation into Kernville its population increased slowly but steadily until reaching 653 persons as of 2018 according to US Census Bureau estimates .
