Although housing prices have risen faster than average throughout much of Northern California due to outmigration from traditional areas like Berkeley Heights/East Palo Alto/Palo Alto to suburban values closer to downtown Oakland Hills etcetera (and job growth increasingly concentrated near BART), overall median household incomes are lower than those found in Contra Costa County or Marin County - where most jobs are located - yet they continue to increase rapidly since 2009 when Proposition 13 took effect reducing property taxes statewide by $1 billion while also increasing spending on social services by local governments.
