In 1847, the area that is now Oakland was part of Yuba County, California. The first permanent settler in what is now Oakland was James Sutter, who arrived in 1850. In 1851, he founded the City of Oakland and named it after his home town ofOakland, England. The city's population grew rapidly from its founding until 1871 when it reached a peak of over 100,000 people. However, due to various factors including the Panic of 1873 and a series of fires that ravaged Oakland during the 1870s, the population decreased steadily until it peaked again in 1902 at just under 60,000 people. During World War II, Oakland experienced one of its most significant periods as an air base for Allied forces and subsequently became one of the largest American cities with an ethnic majority composed of both Japanese Americans and white Americans. After World War II ended in 1945, African American residents began to arrive in increasing numbers following Reconstruction through programs such as New Deal legislation such as Wagner Law which granted them voting rights. This population growth lead to increased tensions between black and white residents and eventually led to violence during the 1960s civil unrest known as "The Black Panthers". After years of protests and peaceful demonstrations by local activists against police brutality and institutional racism within the city government culminating in a highly publicized shootout at BART Station on April 26th 1967 known as "The Battle for Berkeley" (a term later appropriated by anarchists), control over downtown Oakland passed from white radicals to black militants who called themselves The Black Panther Party (BPP). For several years following this eventOakland saw intermittent riots between rival gangs before becoming largely calm throughout the 1970s characterized by high crime rates while low income levels persisted until waves of gentrification brought new wealth into downtown areas yielding higher social tension towards recent arrivals.
