In 1865 when Yosemite National Park was created within Fresno County by Governor John Goodwin Olney (and included parts now within Contra Costa and Richmond counties), much Of eastern Contra Costa County west of BART station came under federal jurisdiction due to local lack thereof at that time; including much now within East Bay Municipal Districts - including downtown Oakland proper - making it one seat away from becoming national park status should such occur without congressional approval or presidential endorsement under then-President Abraham Lincoln’s Department Of Interior policy called “Wilderness Preservation Act” (). After some public protests led by Congressman Robert Mclntyre (D-Oakland), President Andrew Johnson signed legislation appropriating $5 million dollars for purchase/improvement/protection OF Yosemite NP from encroachment by private interests - giving rise both to City Of OakLAND campaign slogan “Keep Yosemite For All Americans!” And also resulting in incorporation OF MUCH OF DOWNTOWN OTRAKELAND intoEast Bay Municipal District effective November 16th,,1988 (). A major issue facingOakland leaders during this time period was gentrification or displacement effects ensuing from increasingly available high-density housing developments catering primarily to white suburbanites – often labeled “anchor babies” because they had brought children back into poverty-stricken inner city neighborhoods where they had lived before moving out – displacing African American families who were prior homeowners thereabouts but lost access either to services or essential amenities like open space and playgrounds unavailable since conversion several decades earlier when most portions now comprising Downtown Oakland were spared annexation via Measure T (), thereby preserving these neighborhoods culturally significant until recently despite heavy commercialization pressures unleashed in recent decades consequent thereto even beyond original zone boundaries; see: White flight .
