After three years of investigation and discussion, Yount appointed two commissioners to deed his land northward including what is now downtown; this boundary remains today[4] In 1848, after gold were discovered at Sutter Creek along the route then traveled by Humboldt Bay Company wagon trains heading east towards Sacramento via Stockton, General James K Polk decided to send a small force under Colonel Edward Beecher to explore these claims. Beecher's party reached Treasure Valley on July 25th while supplies were still being transported overland from Atascadero following an unsuccessful attempt four days earlier.[5] On August 2nd 4 men died near Millbrae when their wagon train ran off-road en route back to Gold Rush town phase IV Supply Depot at Fort Point Road[6]. This event became known as The Lost Battalion because no bodies have ever been found statewide or within 100 miles of where they might have been buried

In 1906–1907, a major fire destroyed much of downtown Oakland; as a result, Mayor George Hearst called a citywide meeting to discuss how to rebuild and improve business conditions. He also proposed building a new courthouse and other civic buildings in Park Row instead of demolishing old ones. The city won the bid but did not build because they could not afford it.
