Oakdale was first settled in 1853 by John C. Fremont and his family as an agricultural town on the banks of the Truckee River about 12 miles north of present-day Fresno. By 1870 it had a post office, two churches and five stores. The town site became an industrial center with lumber production from the Chumash Mountains, mining operations for coal and silver, and later manufacture of radios, televisions and other appliances. In 1924 it was incorporated as a city; its first mayor was Hjalmar Schleichert. In 1968 it annexed part of what is now Sierra Vista Village to its city limits; that annexation created a second city council district with three members each instead of one member per district like City Council District 1 which has four members. In 1984 voters passed Measure T which increased business taxes by $2 per employee to support public transportation improvements such as better sidewalks and more open space on Oakdale's streetscape; this measure also raised property values within the city limits by increasing their assessed value from $6 million to $27 million over 10 years (the Tax Increment Financing Authority nullified all but half of these increases). In 1990 voters passed Measure Y which allowed for annexation into adjacent San Joaquin Valley cities such as Madera or Bakersfield if they agreed to establish governance structures similar to those found in Oakdale; both Madera and Bakersfield accepted annexation without controversy. On July 1, 2002, San Joaquin Valley Cities merged into Oakland under Mayor Libby Schaaf's leadership becomingOakland's third official metropolitan area with a combined population exceeding 200,000 people - surpassing downtown Sacramento/Fresno Combined Statistical Area’s total population for only 2 years (2004-2007). According to the 2016 US Census,[1] there are 16,567 people living in Oakdale.[2]
