The town was founded as an agricultural community around this time with 300 residents who grew wheat, barley, oats and other grains for local markets while also learning how to produce oilseeds from local Burmese pines. With world War II looming large over America, production at nearby Refinery No 2 increased as did demand for fuel supplies throughout North America; however, during World War II there was no need for any oil products because all gasoline came from imported crude oil going through Mexico City instead! It is located on the north shore of San Francisco Bay and borders Sausalito to the east and Tiburon to the west. The townsite was first settled by Europeans in 1849 as part of Rancho Novato. The name Novato comes from an early Spanish exploration party under Father Junípero Serra that passed through the area in 1795 during his mission trip from Monterey to Sonoma County. The party's leader, Manuel Nieto, named a small creek after José de Velasco—a member of the expedition—in recognition of what he considered Velasco's exceptional prowess as a scout and tracker. The first post office in Novato opened on July 22, 1850. The name of the town was changed to Novato on October 1, 1852 when it became part of Rancho San Rafael y el Nuevo Pueblo Mexican land grant given to José Mariano Castro and others by Governor John Brougham. In 1865, when California became a state, Novato incorporated as a city with a population of 10 residents under its new charter accomplished by vote of city council members only; however this effort failed due to lack of voter turnout statewide that year. In 1906–07 Supervisor Ralph Waldo Emerson served as president pro tempore (president for one day) and majority leader (the second-highest-ranking position within the city government) during City Council meetings which were held at Municipal Auditorium on 2nd Street between Mason and Polk Streets because City Hall had been destroyed by fire two years earlier while being used as storage for then-Mayor Hiram Jorde’s office Building No 4). In 1916 Supervisor Waddell Hinchman helped pass Measure T which created public transportation service in Marin County including bus service within downtown Novato Limits; however this measure also failed due to high opposition from landowners who saw their property values increase with increased access to public transportation services for their residents A new Municipal Auditorium was built between Masonic and Polk Streets in 1917 using taxpayer funds but it too caught fire soon after opening; again Mayor Jorde put up $5000 worth of insurance so it would not be hit by arson again In 1952 Mayor Denny Quayle ordered all streetlights turned off at night beginning February 1st because they felt inadequate security against vandalism following several burglaries throughouttown which occurred just prior Christmas season .
