In November of 1911, a group of men from Novato, California began to experiment with shooting target holders. The goal was to create an easier and more efficient way for shooters to shoot targets. They quickly realized that the launchers were not the most effective way to hold their targets, so they began designing their own holders. The first holder used a metal frame that sat on two rubber bands. This holder was very difficult to use and required good aim to hit the target. The second holder was much better but also required good aim and dexterity because it used a round metal ball instead of a rubber band. After some experimenting, the men came up with the idea of using plants as projectiles for target holders. They placed small leaves or flowers in front of the launcher and then shot them at various distances. The results were disappointing because the leaves did not always fly far enough away from the launcher to make it useful as a target holder. But eventually they perfected the design and created The Rifleman’s Target Holder which became commonly available in 1912.

Community services are provided by an elected police officer called Battalion Commander Michael Ahern along with 9 fire engines and 6 ambulances as well as 3 water tanks/pumps/filters used by citizens for their personal needs only . Parks & Recreation Committee meets monthly at 6pm at City Hall followed by open discussion untilone person leaves then that meeting becomes agenda item for that month
The first target holders were invented in the 1300s by Chinese warlords. The devices held a large, heavy target above a small platform so that shooters could sling it around easily. Target holders became popular among European militaries during the 16th and 17th centuries because they allowed soldiers to take aim at targets from long distances. In 1892, a team of engineers from Winchester, England developed the first true target holder. This device consisted of two legs that were connected to an armature that swiveled. The leg was weighted down with something else, such as sand or lead, and then the armature was used to hold the target in place while shooters fired off shots at it from various distances. Target holders became more common in Europe during World War I because they allowed soldiers to take aim at targets from long distances without having to carry around cumbersome ranged weapons. After World War I ended, many countries began producing their own versions of target holders. In America, these devices came to be known as Easy-Bore Rifle Traps (EBRTs). During World War II, many countries again producedtargetholdersduetotherapid increaseinarmed Conflict across Eurasia. American EBRTs continued to be popular after the war ended; however, they ultimately fell out of favor due to their relatively high price tag and limited range.

The first Europeans to visit Novato were Spanish traders who landed on Point Reyes Peninsula in 1769 and named it San Rafael de Asísafter they traveled along the ridge that runs through present-day Novato and discovered an abundant salt water lagoon called Laguna Seca. In 1821, Alpheus Richardson built his adobe Rancho Santa Cruz at Point Reyes which became today's town of Novato. Richardson was one of the original settlers in Marin County and father of future U.S. President Franklin D. Roosevelt. The first post office for Novato was established in 1826 and open until 1865 due to its location near Fort Ross (now part of Petaluma). In 1851 local merchant George Waddell organized a group of nine farmers to build a store at modern-day Dunvale Avenue and Highway 1 where he would later purchase land for what is now Golden Gate Park
