A water tower called "The Girdle" (now a museum) was built near downtown in 1903 by city architect William Peele; it served as the town's central water supply until 1935 when an electric system was installed and it replaced a pump station on Main Street. Norwalk also developed into an agricultural center due to its location between Bakersfield and Stockton along Interstate 880; local farmers produced hay, apples, cottonseed oil and other crops until annexation of Stockton by Lodi made Norwalk an independent city on January 1st 1915. In 1916 the population of Norwalk reached 3200; during World War I the community served as a military base housing U-boat crews during their patrols off Northern California coast prior to theiractivation off San Francisco Bay Area waters some months later This period marks one significant change for Norwalk – at this time all citizens were required to produce government-issued identification cards which allowed registration for voting purposes only once per election cycle instead of annually like previous years
