Prior to its incorporation as Norwalk, Santee was an agricultural village located 2 miles (3 km) south of present-day Norwalk on Pescadero Creek. The first settlers were Spanish Californians who arrived in 1847 and soon found that they needed more than just subsistence to survive because they had no choice but to cultivate land because there were no other resources nearby. So much so that one of the first laws passed by the new government was an act declaring all future settlements unauthorized homesteads without compensation from their original owners. The community's growth came about due to two factors: the opening of Interstate 5 and increased demand for goods and services accessible by people living near Los Angeles. As transportation improved and prices for goods decreased, more people began moving into Santee and eventually Norwalk, which made farming less practical and required additional investment to keep up with market demands. This led to some tension between residents over how best to handle growing economic pressures while still allowing personal freedom – something that would continue through most of Santee's history despite occasional disagreements over governance arrangements among its various members. A few years after incorporation, Norwalk voters approved a $5 million bond issue dedicated entirely towards infrastructure projects including water supply, sewerage, streetlights, parks and schools; this helped spur rapid development during what is now known as "the boom" period around 1925-1930s when business leaders such as James Jankowski founded several successful businesses within minutes of each other in downtown Norwalk including Jankowski Glass Works (owned by current Mayor Kevin Faulconer), Laundromat No 1 (now A&W Pizza), Cannery Row Clothing Stores (now Macy’s) and First National Bank Building (now Home Depot).
