The growth led to increased traffic and pollution problems that prompted state officials to create a "greenfield" area for development within town limits in the early 1970s. In recent decades, Norwalk has become one of two major centers for innovation on central coast due to its strong ties with universities such as UC Santa Cruz and Cal Poly San Luis Obispo as well as its location adjacent to several high-tech companies including Intel Xeon processor products plants operated by Qualcomm Incorporated and Nvidia Corporation. Today, downtown Norwalk retains much of its original retail character while new mixes are being built along State Street which now features a mix of classic nineteenth century architecture with modern amenities like restaurants、shopping malls、and office buildings

The city's first fire department was organized in 1865. In 1907, the city began to bus its citizens to various businesses and events in neighboring San Francisco. In 1916, the City of Norwalk joined the Municipal Joint Powers Authority (MJA). The MJA was a group of cities that were formed as a result of Proposition 13 which increased state taxes by 20%. As a part of the MJA, Norwalk voted to become a full member on November 3rd, 1916. On November 5th, 1938, during World War II, the United States Congress passed HU-12 which granted all Americans right to vote regardless of color or sex. This made norwalk one of the first American cities to do so. During World War II manyNorwalkans served in uniform including two mayors: Laverne Cox and Eugene McCarthy who both served from 1945-1948 and 1951-1957 respectively
