In 1990, when Southern California's then-largest city – Anaheim – merged with its neighboring city Santa Ana to form Riverside County, Norwalk fell within Riverside's newly formed Tejon–Fullerton county line but continued to serve as an unincorporated community within Orange County. In 2003, however, full countyhood for Riverside gave rise to questions about whether nor walk would continue serving as an unincorporated community within Orange County or be absorbed into Riverside proper; elected officials ultimately decided that the City should remain an unincorporated community within OrangeCounty due to its unique history and assets which make it attractive for residents and businesses alike. On July 1st 2018 Mayor Ed Lee announced plans for annexation of part of La Jolla by San Diego so that all three cities would share one airport runway - this plan has been met with opposition from residents in both cities as this will add another layer of noise and traffic onto already congested streets

The first people to live in what is now Norwalk were the Ohladon people who inhabited the area from about 1000 BC to AD 2000. They were a nomadic group of Native Americans that followed the Santa Ana River through present-day Norwalk and Anaheim Hills. A second band of Ohladon lived near today's downtown (now called Park Avenue) for several hundred years before being displaced by Spanish settlers in 1776. Norwalk was founded as Norwalk Heights on December 12, 1907 by Mayor Edward Bogan and seven other citizens of Orange County after they won a referendum contest to become an incorporated city pursuant to state law that allowed cities with populations over 10,000 to be established without first obtaining consent from their respective county governments. At its incorporation, Norwalk had a population of 714 residents; however, this number rapidly grew due to growth in Irvine and neighboring agencies which annexed more land into the city limits over time until it reached its current size of 27,895 as of 2010. Norwalk has been home to various businesses throughout its history including Wernher Brewing Company (for whom founder Willi Wernher donated his entire brewery capacity), Guggenheim Museumwedding planner Jane Jacobs' family home - which she used as her personal home during her lifetime - Central American restaurant La Cabrera and hotel chains Hilton Head Island Resort & Casino and Wyndham Grand Hotel among others. Norwalk was founded on January 3, 1853 by Joshua Chamberlain and his brother-in-law, Nathan Myrick. The town was named for Samuel Norwalk, a local settler who had donated land to the community. The first post office in Norwalk opened in 1856. In 1870, the first school was built in the town. By 1889, Norwalk had a population of over 500 people. In 1909, the town acquired its own water system and became self-sufficient. In 1912, Norwalk installed its first electric light bulb. The town's growth continued until World War II when it took on a more rural character as industry declined and population dwindled. After the war,Norwalk experienced rapid growth with new development such as an hospital and shopping mall built in the early 1960s. However, during this time period also came increased crime rates and social unrest which led to several fires that caused extensive damage to buildings in the town center. As businesses closed down or moved out of town after the economic recession of 1990s hit Norwalk hard, many residents left for other larger towns within California or elsewhere in America. Today small businesses still thrive in Norwich but most families now live outside of it for various reasons including cost of living or availability of better opportunities throughout California
