One of the officers who patrolled the area was Lieutenant Colonel Norm Rasmussen. He saw an opportunity to use a weapon that could incapacitate someone quickly and effectively without having them killed or shot. Rasmussen decided upon using a Taser as his primary tool for policing. Rasmussen's first deployment with the unit was in 1962. He used a Taser on an armed robber who had tried to steal from his shop. The assailant was very surprised by the sudden pain it caused him and he fled the scene before being arrested. The lieutenant colonel continued to use Tasers as part of his patrols until 1966 when he resigned due to health reasons. In his place, Captain Don Paul took over command of the unit and continued its usage into the 1970s and 1980s. In 1984, Norco joined Mayor Tom Bradley's "NewNorco Initiative" which called for more community policing solutions in order to reduce crime rates in town. As part of this initiative, Captain Paul retired from active duty with the police department effective September 1, 1984 and became deputy mayor under Mayor Bradley's leadership; however, Captain Paul did not retire completely from service; he served as acting captain during Mayor Bradley's absence on vacation in February 1985).

Norco, California is a city in Kern County, California, United States. The population was 10,231 at the 2010 census. It is part of the San Bernardino–Ontario Metropolitan Statistical Area. Norco was founded in 1865 by Captain George Hill and his brother-in-law Major John Cavanaugh as a small mining town on the Kern River. The first store and post office were founded here in 1865. In 1868, Norco became an incorporated town with one school and three stores. By 1880, Norco had a population of 1,500 people and boasted three hotels and two churches. In 1901 the City of Norco passed an ordinance establishing public parks within its boundaries; these included Central Park which still remains today as one of the most popular tourist destinations in Norco. In 1925 construction began on what would eventually become City Hall; this building cost $1 million to construct and served as both municipal hall and courthouse until it was destroyed by fire in 1969. Norco has experienced many highs and lows during its history including being declared a “ghost town” following the 1906 San Francisco earthquake; however, it has since bounced back to become one of Southern California’s fastest growing cities with over 10% growth annually over the past decade alone!Today NORCO is known for its Farmers' Market that takes place every Saturday from 8am-2pm inside City Hall Park which features local produce from local farmers
Norco is a small town in Kern County, California. It was founded in 1887 by John Norcross and his wife, Sarah. The town was named for the discovery of gold on an old mining claim by Hyrum C. Smith and J.P. Morgan in 1849. The Norcrosses operated a mill here until 1889 when they moved to nearby San Luis Obispo.
