However, following Measure B's passage in 1990 – which increased property values in Newport Beach – annexation finally became a reality. A total of 99 properties were annexed into Newport Beach over the next 14 years including Stanton, Carlsbad and Pahoa Heights along with nearly 400 acres of undeveloped land adjacent to downtown which eventually became Ocean Avenue shopping center #1B.
