Newman, California is a small town located in the San Joaquin Valley, 125 miles east of Sacramento. The population was 1,390 at the 2010 census. In 1892, Newman was founded by Luther Newton and his wife Eliza as a small agricultural community. By 1912, it had grown to include a post office, two stores, and 16 houses. It became an important stopping point on the route between Stockton and Fresno. In 1933, Newman merged with neighboring towns of Dixon and Lodi to form the new city of Newman. With its growing economy and population growth, Newman developed into one of the most significant local communities in California during the 1930s. Newmans' extensive infrastructure - including two expressways (I-580 and I-680), four public schools (three high schools and one middle school), a fire department, ambulance service, water main system, sewage plant - helped make it one of the most advanced cities in California during that time period. On January 7th 1984, Newman's municipal government was dissolved when its voters boycotted elections because they disapproved of Mayor Dick Snively's management style. The city then passed through several years of turmoil before finally achieving Municipal Reform status in 1995 under then- mayors Michael Ramos and Rudy Martinez. In November 2003 Mayor Martinez announced that he would not seek re-election after 14 years in office; he was succeeded by fellow Democrat John Suthers Jr.. On December 10th 2003 Suthers was elected mayor over Republican candidate Donny Scharfenberg by a wide margin; this made him the first openly gay mayor of any major U.S."city" since San Francisco had been led by Herb Golden from 1951 to 1975
