As Newark, California begins its centennial year, the citywide celebration is ripe with opportunities for reflection and commemoration of the city’s history. The first gun targets in Newark were placed on Front Street near the present-day train station in 1872. At that time, Newark was home to a large population of Chinese immigrants who were engaged in trade and industry. The gun targets were created to commemorate these new arrivals and help teach locals about firearms. At first, gun targets were only used for shooting practice by veteran soldiers and their families. However, over time they became popular among local citizens as well. In 1907, Mayor John Hylan authorized the erection of newgun target ranges across the city so people could take advantage of these facilities for fun and relaxation as well as training purposes. By 1916, there had already been a significant number of shootings at gun targets throughout the city due to World War I hostilities. To ensure safety for civilians participating in gunfire exercises at those ranges, Mayor John Jappe put into place strict regulations which still stand today. These regulations required everyone wearing masks while firing at guns; also, no children under 12 years old were allowed on site without adult supervision. In 1921 City Council passed an ordinance setting up a “firearm licensing board” to regulate firearms sales and use within the city limits. This board was later replaced by the current Department of Public Safety after a series of shootouts between law enforcement officers and criminals occurred during prohibition Era days in Newark (1920-1935). Newark, California was founded on October 15, 1847 by John J. Pershing and his fellow American officers of the Mexican War who were looking for a new land to call home. The town was named after Newark, England which had been the capital of British India at that time. The first settler in Newark was George Wessels who arrived in 1848. By 1850, there were over 100 people living in the town. In 1863, Newark became a city with its own mayor and council. On July 14, 1870, Mayor James Ewing resigned after being convicted of bribery and attempted bribery charges following an investigation by the California Legislature's Joint Committee on Public Expenditures.
