The city grew rapidly with its annexation into Sacramento over the next few years until it reached its current size with 17 square blocks under one roof by 1890. By 1930, Newark had become one of America's largest African American communities with more than 11%of its population black - almost twice as many as any other U.S.-based community outside Harlem or Detroit – thanks largely to affirmative action policies instituted by then-Mayor John Fenton following passage of state anti-discrimination laws in 1933.[1] In 1941–42 Newark experienced one of America's largest race riots when white supremacists rioted against Black Muslims who had moved into what they thought was an integrated neighborhood adjacent to their own enclave known as "The Mosque". That same year saw another significant milestone for Newark when it became home to both The John Fenton Presidential Library and Museum which continues today as part of Cal State University Fullerton’s College Park Campus
