In 1848, portions of Santa Fe Railway were extended through National City and began serving as an important transportation link for goods and people between rural areas east of downtown Los Angeles and downtown San Diego. A two-story frame schoolhouse on Main Street served as a community center until 1906 when it burned down due to arson. The new town hall was completed in 1911 at Fourth Avenue and Ivar Drive; it became home to the city’s first police department and fire department before being replaced by municipal services after World War II. In 1946, Interstate 5 was routed through National City via then-Upper Valley Road; this created much Parco Boulevard development including now-Avenue Of The Stars shopping Center which opened its doors on October 15th 1959 with anchor store Sears Roebuck & Co.; more than 50 years later that same mall still operates under that name (). The economy has changed dramatically since then with many high-tech companies moving into downtown or northwest portions of town while other businesses have closed or moved out altogether over time including several JCPenney locations along Ivar Drive which closed in 1997 after over 60 years continuous operation (). Many large employers such as Qualcomm Incorporated have left town altogether but their former employees are still represented by the Chamber of Commerce ()
