On May 15, 1920–the date that Chavez Ravine celebrates every year as its centennial–a group of local business owners organized themselves into what would become known as the "Chavez Committee" to promote development in the area around Chavez Ravine with an eye towards creating jobs for residents and businesses alike. This led to passage of Assembly Bill 4362 which created The Chavez Ravine Plan which outlined plans for developing this area throughout what would become Los Angeles County

In response to Roosevelt's call for community development around oil wells being discovered offshore in California then under investigation by President Cleveland as part of his Panama Canal project, businessmen John D'Arcy McGee and Waddell Coleman met at Magnolia Hotel while they were waiting for railroad cars that would bring them equipment needed for their venture into Kern County. On October 2nd they incorporated as a town within San Diego County with established boundaries including those neighborhoods today known as Mira Mesa (northwest), Carlsbad (southeast), Pacific Beach (southwest) and Point Loma (northeast). The townsite had been selected due its proximity to two major oil wells - well No 4 at Black Diamond Field off shore near Point Conception about west-southwest of present-day National City center between 1880 feet depth water level and 350 feet pitch - plus potential access roads leading thereto from inland valleys through which crude oil could be shipped ashore from boats docked along Southern Leyte Gulf (). Oil production increased rapidly following World War I thanks primarily to increased production at nearby Encinas Well No 5 located east side/northwest cornerof present day Mira Mesa Boulevard & Interstate 15 southbound lanes just south of where Encinas Well No 5 lies today; Encinas Well went into full production during 1919-1920 season according to Frank Hennepin who wrote an article published therein entitled “Central District Petroleum Development Company” www . com / pdc / hennepin191920/. This large field attracted many operators such as Standard Oil Company who leased surface rights from Panamanian owner Manuel Noriega; Permian Basin company Texaco leased land northeastward across Channel Islands Strait until lease expired effective May 30 1977 Ownership transferred year ending Dec 31 1975 thereby ceasing all production operations following contract expiration One hundred thirty five years later ChevronTexaco drilled an exploratory well adjacent perforated fairing Unit 1A producing over 6 thousand barrels per day yielding 100% recoverable reserves announced Jan 22 2010 less than one foot below natural gas price floor
