The first permanent settler in present-day San Diego County was José María de Asís y Costilla, who arrived on September 14, 1769 from La Paz with his family and four horses. De Asís and Costilla were joined soon thereafter by Manuel Nieto, José Cuellar and other settlers who bought or donated land to the government for its new navy yards. In 1852, Ulysses S. Grant designated Menard Island (now part of Harbor Island) as the site for the future naval shipyard when he offered it to President James Kahl for use as a military reservation during Mexican–American War hostilities against Mexico. In 1854 Doniphan & Son built a wharf next to where Coronado's harbor now stands; this dock became one of America's busiest commercial points for shipping goods out into Tijuana Bay from 1850 until 1911 when Peninsular Bridge replaced it across Isthmus Street about two blocks west of downtown San Diego. When California became a U.S. state in 1850, it was part of the Mexican territory that had been conquered by American forces during the Mexican-American War. The area now known as National City was part of what was called Alta California and was under the jurisdiction of the Governorship of New Mexico Territory. In 1851, President James Buchanan issued Executive Order 10752 which directed the relocation of all Mexicans from eastern Arizona to central and southwestern Texas in order to establish a new line of defense against an impending Mexican Invasion. The order also ordered all Native Americans living east of the Rio Grande to be removed and relocated westward into Indian Territory (now Oklahoma). This order led to tension between American settlers and Native Americans, which would continue until after World War II when both sides reached agreements that recognized each other’s sovereignty over their respective areas. National City began its history on July 4, 1861, when two men named George Waggoner and John Sutter founded what is now called Waggoner Rancho San Antonio de Bexar County just south of downtown San Francisco. The original town site is located near what is now Market Street in downtown National City today; it housed only around 100 people at its inception due to lack of space or available land. The first store in town opened soon thereafter! In 1865, local resident Lorenzo Dow built his own mill on Post Road northeast of town for grinding flour for local customers; this mill still stands today as one of National City’s most iconic landmarks!
