By 1925, when national city became an official city under state law, it boasted a population of 1,500 people living in 23 buildings set around a central square or plaza with an adjacent parkland surrounding it. In 1923–25 Mayor Harry Payne founded the Citizens' League to fight dust storms that swept through downtown during summer heat waves caused by oil drilling operations outside their boundaries; he also formed a fire department and began buying equipment for use against small fires that were common during those days inside urban areas near gas stations and factories where sparks could fly into homes (the practice was called "pumping" because early tanks used human cannon balls).
