After failed efforts at finding backers and building Fort Point on Mission Bay (near present-day downtown), Sutter settled his families at Rancho Rincon de Santa Clara de Tijuana near what is now Interstate 805 north of town – still one of the largest wagon routes during this time period between North America and Central Mexico In 1825, American Manuel Nieto built a small Adobe cabin on Rincon Hill overlooking today's downtown area which served as the nucleus for future Mexican settlers who called themselves Nacionales or " nationals." In recent years there has been significant redevelopment around Highway 101 within town boundaries as well as growth around Interstate 5 adjacent to Interstate 10 outside town limits
