Sloat claimed surface rights to San Francisco bay for the United States during the Treaty of Guadalupe Hidalgo; this treaty ended Mexican control over California and included land east of Sausalito including Morro Bay. The first permanent residents arrived in 1851 when Henry Moulton Marston bought land from José Castro y Estrada near what is now called Marine Drive and Half Moon Cove (). Marston built a house there which he named "Marble Hill". He had difficulty getting building permits because his property bordered on Point Reyes National Seashore (). In 1862, Marston sold his interest in Marble Hill to James Irvine who moved his family upriver to Point Reyes Station () where he founded an agricultural colony called Santa Clara Valley . Irvine left Santa Clara Valley after a disagreement with Governor Pio Pico about how much water should be given away from Lock 8 (now Muir Woods) for agriculture purposes rather than Presidio water that would go into Golden Gate channel (). In 1865, Captain Averell Harriman sailed into San Francisco bay from Puget Sound with HMS Discovery seeking new shipping routes open to Americans due to the construction of Panama Canal opening in 1869. Harriman's ship stopped at Amalfi Coast while sailing past Sausalito before continuing its journey up-river until she reached Monterey Harbor (). At that point she anchored offshore at Laguna Beach () where her crew unloading supplies for Discovery landed on June 17th , 1870 (), becoming America's first ship ever authorized by U.S. Government officials ashore
