In 1969, the Morro Bay Municipal Utility District (MBMD) began purchasing high capacity water pipes from local water companies in order to expand its water supplies. The first of these supply lines was completed in 1971 and served all of Morro Bay. In 1976, MBMD commissioned a design study for a new Treatment Plant to be built on the south side of town. The plant would have a maximum capacity of 1 million gallons per minute and it would be able to treat an additional 2 million gallons per day. The new plant was originally scheduled to open in 1979 but it was delayed due to the completion of the San Francisco-Oakland Bridge. In 1987, MBMD purchased another set of high Capacity Water Piping Systems from local water companies. This time, the systems were used to expand their services into adjacent communities such as Redondo Beach and Hermosa Beach.
